Background Information on SHEC

The St. Hannibal Empowerment Center (SHEC) of the Rogationists of the Heart of Jesus is a religious organization focused on praying for vocations and assisting the poorest of the poor. SHEC was established after a series of immersions of the Rogationists in the depressed areas of Pasay City. After almost six years of dealing with the people, the Rogationists finally decided to live with the people in order to fully assist them in their pressing concerns. SHEC aims to empower the people especially the informal settlers of Malibay, Maricaban, Riverside and Apelo Cruz in Pasay City. To carry out this aim, the center aims to assist the people in the following areas:

  • Housing (upgrading and construction of new housing)
  • Livelihood program (skills training, micro-finance, job placements, cooperative
    development)
  • Health (training of community health workers, establishment of health centers, feeding
    program)
  • Environment and sanitation (orientation on sustainable development, waste
    management and sanitation, establishment of material recovery facilities, waste
    recycling)
  • Values formation (cathechism)
  • Education (scholarships, youth formation, tutorials, home study)

Background information on SAPSPA

SAPSPA, Inc. or the Samahan para sa Angkop na Pabahay ng San Pablo Apostol – Magsaysay Village, Inc. (Association for Appropriate Housing of San Pablo Apostol – Magsaysay Village, Inc.) is a parish-based local/grassroots organization of residents of Magsaysay Village in Tondo, Manila. The Association (SAPSPA) was an offshoot of the housing project funded by MISEREOR, and initiated in 1987 by Father Sean Connaughton, parish priest of the Parish of San Pablo Apostol in Magsaysay Village, Tondo.

Originally, the project aimed only at providing the housing needs of poor but deserving families in Magsaysay Village through simply giving housing loans and rendering technical assistance. After almost a year of project implementation, it came to the realization of the Parish actors for the Project that for the housing program to continue, the beneficiaries themselves should actively take part in the planning, management and implementation of the housing and other programs that will respond to their multi-faceted needs. Hence, the formation of an organization in February 26, 1988, starting with a handful of beneficiaries and some parish volunteers as members.
